Arrested Development is an American hip hop group that was formed in 1988 in Atlanta. The group was founded by band members Speech and Headliner as a positive, Afrocentric alternative to the gangsta rap, that was very popular during the late 1980s.

One of the group's most known and successful songs is "Mr. Wendal" that was written by Speech (lead vocals). He said that the song is not based on a person named Mr. Wendal at all, but it is based on some experiences that he have had in Atlanta, which is where he lives, and sung to homeless people that he had become friends with, and just their way of looking at it.

One of the people that he looked to the most as the real Mr. Wendal, to him, died the year that the song came out, and so, he never got to hear the song and the tribute to him.

The band also decided to give half of the proceeds of the song to the National Coalition for the Homeless in the US.
